The UN Climate Talks in December 2010 concluded with a set of decisions known as the Cancun Agreements, which included the establishment of the Green Climate Fund (GCF). Having been involved in many of the negotiating sessions, I know that this fund is seen by many, particularly developing countries, as an opportunity to create a ‘legitimate’ institution for delivering scaled-up finance to address climate change.

February 10, 2011 - Talks are underway between the Philippines, the World Bank, and other international lenders for an insurance arrangement that will help the country respond to disasters, Finance Secretary Cesar Purisima said Thursday.
“This is something that we would like to close in the next month or two before we hit the rainy season," Purisima said during a Senate technical briefing on a joint WB-United Nations publication on disaster prevention.

MANILA, Philippines (PNA) – Senator Loren Legarda commended on Monday the Department of Transportation and Communications (DOTC) for its support to the proposed legislation that seeks to create a People’s Survival Fund.
In a letter to Legarda, DOTC Secretary Jose De Jesus concurred “to the proposed sourcing from the Special Vehicle Pollution Control Fund of 10 percent for the People’s Survival Fund.”
